.:Physical Appearance:. Howie is a short little guy. Sometimes he has blonde hair, which looks like it has been dyed because of the apparent brown layer in his hair as well. Sometimes it is a dark brown color and more flat. He has a rather unique wardrobe and often has a top hat on (unless he’s “undercover”)

.:Basic Personality:. Whatever you need, Howie FINES (finds) it. Howie is overall a nice guy. He is VERY chatty and so often rambles on and on and on. He has a short attention span, and often gets distracted and side tracked from the situation or topic at hand. He is loyal to his friends…well, he’s loyal to his friends in the F.B.I. He struggles to be accepted and this includes going out of his way to help people, whether they ask for it or not. He identifies himself as FBI at times, which shows that he considers himself part of their group…even if the others may not agree.
His motto in life is: see the thing, be the thing. No one really knows what it actually means, but Howie believes it is quite a profound statement. He’s afraid of heights and refuses to go on plans (which led to quite an adventure at one point). He usually agrees with people, even if he has no idea what they’re talking about. He just wants to look smart and supportive. He does have a good heart though, even if he used to sell things illegally. He takes pride in his job as a snitch and is willing to go out of his way to make his friends happy. He’s not always successful, but he tries and that’s the main thing…sometimes, he tries too hard.

.:Friends:. He considers himself VERY close with the FBI team (whether they agree is up to them): Sue, Levi, Jack, Bobby, Lucy, Myles, Dimitrius, and Tara. Another close friend of his includes Otis.
.:Occupation:. Informant (snitch) for the FBI (sometimes claims to be FBI) is also a street vendor
.:History:. Howie started off as a criminal. He first encountered the FBI when Jack and Bobby went undercover as potential customers interested in buying steroids. Howie sold it to them (for a good price) and was shocked to find out that they were some sort of law enforcement. At first, he was hesitant to help them and did not give them the information they wanted. Then, he agreed to talk only if he spoke with Sue (who to him at the time was the only one who showed him kindness…mostly by bringing him peas for his nose). He eventually gave them information which they believed was false, but he didn’t stop. He gave them more valuable information about car jacking and a way to get to a criminal that the FBI had been after.
When he was taken off the case, he continued the investigation on his own which landed him in the hospital. He however put a GPS to track their guy, and the FBI managed to arrest them. Since then, Howie has been their informant.
He has come to their aid numerous times. When Jack was sued by the chicken lady, he helped him disprove her case and get the charges dropped. When Levi went missing, he got the news out there to all the snitches he knew to keep an eye out for him. Though those are just two specific cases, he is usually there to give the FBI a tip…sometimes even sneaks into people’s apartments out of fear (or just to use the washroom like he did in Sue and Lucy’s apartment).
He has a lot of connections, and if you want to know something, Howie is an excellent resource to use. He takes pride in what he does and will put 100% effort into it. He gets teased a lot by the team, but he doesn’t get offended. In fact, it makes him feel like he’s part of the group and would rather be noticed than be ignored. Sometimes, he causes the team grief…like when he forced Myles, Bobby and Otis to drive down instead of fly down to the state where Howie and Otis were going to testify as key witnesses. Howie is an eager individual who enjoys helping his friends and enjoys chatting everyone’s ear off.
